State of Illinois owes Central Community Unit # 4 $770,821

Dear Parents, Community Members, and Taxpayers,
As of March 9, 2010, the State of Illinois is behind in its payments to Central CUSD # 4 a total of $770,821. This is money that is owed to the school district for reimbursement for mandated expenses already incurred by the district. This includes reimbursement for mandated items such as regular and special education transportation, special education costs, and the pre-kindergarten and reading improvement grant. We recently received the first payment in transportation and special education to bring this number down; however, this was money due in the early fall. The State of Illinois is currently 90 -120 business days behind in making payments. The state's fiscal crisis is likely to negatively impact us much more as we move into the second half of our fiscal year.Of the district's $12 million budget, 47.6% is provided by local taxes and 45.9% is dependent upon state and federal funding.
Due to the bleak financial projections from the state and the large concern as to what funds will be received and at what time they will be received by the district, we are forced to look at reductions within programs and staffing. Just like any household or business has to do when revenues fall short, the expenses have to be reduced to make ends meet. We are not asking the legislators and governor to give us more money. We are asking for the money the students, school district, and local taxpayers are entitled.
